With regard to the question of my ability to prioritize them all. I am not certain that it is hardwired. I think this relates to the ability to assess the consequences of the actions that I take. Many times, I will write down the different groups or individuals that are affected by my decisions and how the decision will impact them. But as a general rule I evaluate the decisions based on the greatest good for most people.
