Have the French reached a higher stage of moral devel opment, or are they less anxious than the Americans about having their bodies opened postmortem? Perhaps Americans fear that, as several popular novels and films have suggested, emergency room doctors won't work as hard to save patients who have agreed to donate their organs. But why are only 12 percent of Germans po tential donors, compared to 99.9 percent of Austrians? After all, Germans and Austrians share language and culture and are close neighbors.
