In the guide to the perplexed,, Maimonides first states that the Torah as a whole has two goals, one. The welfare of the body , and to the welfare of the soul. The welfare of the body refers to the improvement of the multitudes ways of living one with another. This is achieved through the abolition of their wrongdoing, each other, and the acquisition of moral qualities that are useful for life and society. In contrast, the welfare of the soul refers to the acquiring of correct opinions of the masses. A properly functioning society is a prerequisite for allowing them to achieve these correct opinions. Thus the goal of welfare of the body is prior in nature and time to the goal of welfare of the soul.
